Excerpts of Testimony of Barbara Dooley, Executive Director of CIX testifying before the House Telecommunications Subcommittee on June 23, 1998 on HR3888 - the House version of Senate Bill S 1618

CIX and the Internet Law and Policy Forum (ILPF), ..., undertook an international survey of ISPs ... to determine the severity of their UCE problems and examine the means ISPs use to protect their networks and defeat "spammers". Our preliminary findings show the following with regard to US ISPs: 94.0% reported that spam irritates their subscribers; 79.5% reported that UCE slows system performance; 75.9% stated that it increases operating costs; 33.7% said it creates system outages, while 22.9% reported other effects such as staff costs and a tarnished image. When questioned about the frequency of the impact, 58.5% reported daily or more frequent impact; 28% said weekly, 8.5% said monthly, 3.7% said infrequent, and only 1.2% said never. Regarding growth of the problem, 27.7% of US ISPs reported 100% or more growth; 15.7% reported growth between 50 - 99%, 27.7 reported 10 - 49%, 9.6% reported the same amount of UCE, and only 2.4% reported a fall in UCE. Fully 27.9% of US ISPs reported that they are losing revenue as a result of UCE.
